A report has revealed York Region's funding shortfall of around $450 million annually, or $369 per resident, for much-needed community services.

Community services in York Region are facing a "significant shortfall" due to receiving less funding from the Ontario government compared to other large municipalities in recent years, according to a new report commissioned by the region.

While the Ontario government says it has made "record" investments in the region, the report says York's funding shortfall is around $450 million annually, or $369 per resident. The region and regional non-profits commissioned research firm Blueprint ADE to conduct the report.

"This longstanding shortfall was not created by any one government or by any single policy, but it has persisted," the report said.

Richmond Hill wants to protect its historic Presbyterian Church. The church wants more time to discuss it.  Problem is, time is running out: Jan. 1, 2027, is the day the province tears up the city’s heritage register.

The church, an 1881 Gothic Revival landmark of Richmond Hill’s old village core, and the Victorian Gothic manse beside it, built around 1877, are both on the register but not formally designated as heritage buildings.

On Jan. 1, the city loses its say over possible demolition, alteration or additions to those buildings, including the Presbyterian Church and manse, for five years.

“We are going to lose a lot of heritage buildings in Richmond Hill and cities across Ontario,” Mayor David West told councillors at a meeting earlier this month.

The reason why rental fees are increasing so significantly is due to the loss of subsidies from the York Region District School Board (YRDSB), which Paine said covered around 64 per cent of their rental fees. The province also provides subsidies but they only amount to around seven per cent, he said.

In the 2025-26 school year, YNBA paid around $12 an hour for a double gym. That fee has now jumped to $83, Paine said, as well as an additional $40 caretaking fee, making their hourly rental rate now more than $120.
